Description

The Senior Executive, Human Resource plays a generalist role with primary responsibility in the full spectrum of HR functions. This is a vital position that assists and supports the Manager, Human Resource in managing the HR operations, formulating and executing plans, and ensuring quality in all deliverables.

He/ She is expected to provide advisory and support to all departments on HR-related matters and implement HR programs and initiatives. Participates and spearheads HR projects as and when required. Within the HR team, to provide guidance to junior team members and serve as a backup during the absence of peers.

Roles and Duties

a)     Performance & Rewards

  • Supervise the payroll administration and ensure payments are made on time. Also, serves as a backup for payroll functions
  • Supervise and administer in the compensation & benefits market surveys, HR analytics and insights surveys, regulatory/government statistical reports surveys, etc., and management reports as assigned
  • Supervise in the submission of IRAS reporting and Absentee Payroll
  • Manage and provide support to the organization’s Audit on Payroll matters
  • Administer all related government claims and support schemes
  • Manage Staff Claims and provide Staff Benefits administration, including reviewing, evaluating, and making recommendations for staff awards, staff benefits, and other incentives if needed, that brings us to be the Employer of Choice
  • Oversee and administer the Group H&S Insurance and Work Injury Compensation as well as the claims. The duties will include reviewing, evaluating, and ensuring good coverage and cost-effectiveness
  • Assist in annual HR budget, annual bonus, and salary review exercise, as well as staff performance appraisal (confirmation and annual exercise)

b)     Employee Relations and Engagement

  • Manage Staff Welfare Committee which is an HR initiative to organize Annual Staff Events, HR workshops, and activities
  • To look at ways and means to improve employee welfare, and employee relations matters that aim to achieve a higher level of staff efficiency and productivity in consultation with the HR Manager
  • Evaluate the effectiveness of HR events and activities (ie. gathering feedback from staff)
  • Provide administration to the employee engagement survey exercise
  • Process requests for flexible work arrangement and other staff benefits schemes
  • Support the manager to attend promptly to staff issues subject to its seriousness
  • Attend to the safety and security of staff and ensure a conducive work environment

c)      Staffing and Talent Management

  • Responsible for the administration and processes of retirement and re-employment
  • Exit management and facilitating exit interviews
  • Manage the drafting and administration of JDs, OJT Blueprint, and related forms to ensure the role and job responsibilities are updated. This enables the organization to recruit the right people to meet the needs of the organization and also helps staff understand the essential tasks and better align performance goals to a job's objectives and duties

d)       HR and Corporate Operation Admin

  • Assist in the implementation of HR initiatives, policies, practices and processes
  • Responsible for the CCTV security system
  • Oversee and work closely with all centre admin support staff on corporate procurements, facility and maintenance contract matters
  • Ensure regulatory compliance

Responsible for all employee data (physical or e-copy) management, keeping up to date and ensuring records are properly filed and secured

  • Oversee the HR year-end closing exercise together with the payroll team member
  • Maintain the HR system, assist or troubleshoot technical issues raised by staff
  • Support in the review and make recommendations to current HR policies, operational processes, and practices to keep up with the best practices within the sector
  • Provides CorpPass administration to new and existing staff with access needs

e)       Others

  • Prepare and support management reporting
  • Prepare and support in HR budgeting exercise or strategic planning exercise
  • Undertake any other responsibilities as assigned

 

Requirements

  • Diploma in HR Management with at least 5 years of hands-on experience in HR functions
  • Good knowledge of statutory labor requirements and the Employment Act
  • Excellent communication and interpersonal skills
  • A good team player who is able to work with least supervision with the ability to coach junior team members
  • Meticulous, well organized and with ability to multi-task

Description

Your primary responsibilities will include all IT matters relating to all services units under REACH Community Services.

Roles and Duties

  1. Information Technology Management
  • Assist DPO and arrange necessary Data Protection and Cyber Security training to staff, volunteers and interns having access to personal data and REACH IT network.
  • Responsible for IT projects with Consultants on Data Protection and Cyber Security to achieve Data Protection Essential and Cyber Security Essential certifications.
  • Develop and update IT Policies and SOPs to ensure staff and vendors are clear and follow the policies and procedures.
  • Develop and execute Business Continuity Plan and Disaster Recovery Plan.
  • Assess risks and suggest solutions to reduce risks on IT matters.

 

  1. Vendor Management
  • Manage IT vendors to ensure all equipment and services related and connected to IT network are sufficient and compliance with Data Protection and Cyber Security regulations in Singapore.
  • Evaluate current IT vendors and source comparable alternatives to ensure compliance to RFQ policy.

 

  1. Hardware, Software and License Management
  • Track and maintain hardware and software inventory.
  • Research and evaluate emerging technologies, hardware, and software.
  • Conduct regular system audits and update software licenses and upgrades.

 

  1. Management reporting & Budget
  • Budget and manage IT expenses and investment.
  • Report IT risks, expenses, and investment monthly.
  • Assist the Head of Finance in the annual budgetary process of REACH and any strategic planning exercises.

 

  1. Others
  • Undertakes any productivity initiatives, collaboration projects or other duties as assigned.

 

Requirements

  • Diploma or Bachelor’s degree (or equivalent) in information technology or a related field
  • Professional certification on Microsoft Office Suites

Reporting to the Centre Manager, the Programme Executive plays an important role in connecting and engaging with the Seniors. He/she is responsible for the following key areas.

 

Roles & Responsibilities:

  • Plan, develop, and manage engagement programme held at designated neighborhood touchpoints for the Seniors within the Senior Centre.
  • Allocate appropriate resources, recruitment of seniors / volunteers / partners for the programmes, and to plan and execute publicity for such events.
  • Supervise and train volunteers / partners in the running of the above programmes and provide administrative support to volunteers / partners involved.
  • Monitor the Seniors’ safety and well-being.
  • Monitor the AAS (Alert Alarm System) and SC phone and its maintenance.
  • Conduct community outreach within the vicinity of the service area and perform needs assessment to ascertain service needs and gaps of the senior residents.

 

Candidate Requirements

  • Possess technical diploma certificate or relevant certification
  • Capable to train volunteers to facilitate creative arts / baking / cooking / singing / music instruments / florist / live streaming in senior programmes.
  • Ability to host or deliver programmes in front of a crowd of 10 – 80 seniors.
  • Experience in social services not essential.
  • Good team-player, with a passion to work with seniors.

Roles & Responsibilities

Key Responsibility Areas (KRAs) include:

Strategic Initiatives:

  • Support Head of Senior Service to develop and implement strategic plans that are aligned with the vision, mission and core values of REACH.
  • Contribute to the long-term planning and growth of REACH Senior Service.

Corporate Governance:

  • Ensure compliance with corporate governance standards set by MOH, relevant regulatory agencies, REACH’s internal governance processes.
  • Ensure that the centers meet MOH, AIC, and NEA standards and audit requirements.
  • Support the Head of Senior Service in providing up-to-date accounts and performance reports to stakeholders.

Operational Efficiency:

  • Oversee day-to-day operations of all Senior Active Ageing Centers and Senior Care Centers.
  • Develop and maintain a network of relationships and partnerships with relevant government agencies, community organizations, and other community stakeholders.

Resource Management:

  • Support the Head of Senior Service in implementing proper financial controls and accounting procedures, including asset management.
  • Monitor various financial workflow and processes to ensure compliance and accountability.

Organization and Capabilities Development:

  • Propose and initiate plans to grow the work of REACH Senior & Auxiliary Services.
  • Ensure that all services and programs have clear objectives, output, and outcome targets.
  • Evaluate and improve service quality and professional standards on a regular basis.

Staff and Volunteer Supervision and Development / Collaboration:

  • Work with the Head of Senior Service to maintain effective communication and coordination with other departments within REACH.
  • Engage and partner closely with Corporate Services on matters related to infrastructure, financial procedures, staff recruitment, and corporate communication.
  • Work closely with Volunteer Management Manager in Community Engagement Team to propose and review training and development paths for volunteers.
  • Plan staff retreats, team building and team bonding events.
  • Support Head of Senior Service in staff appraisal meetings.

Others:

  • Represent REACH Senior Service at various government agencies including but limited to MOH, AIC, Regional Healthcare System, and community stakeholders/partners networking meetings.
  • From time to time, to undertake any other special project and roles and responsibilities assigned by the Head of Senior Service and the Chief Executive Officer.

Qualifications:

· Minimum Bachelor's or Master's degree in a relevant field.

· At least 5 years in similar capacity with proven experience in Senior Service, Healthcare Management, or related fields.

· Strong analytical skills and problem-solving skills

· Excellent leadership and management abilities

· Good understanding of financial management, workflow, and operational processes.

· Strong networking and interpersonal skills with the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.

Reporting to the Centre Manager of REACH Senior Service (Active Aging Centre), the Assistant Centre Manager will be responsible for the following key areas:

• Overseeing budget control and operational administration
• Providing guidance and mentorship to staff

• Minimum of 3 years of relevant experience in managing 2 or more centres with experience in supervising 4 or more direct reports
• Conversant in English and any 2nd language with ability to converse in local dialect would be an advantage for elderly clients.

Reporting to the Centre Manager of the newly opened REACH Senior Care Centre in Senja, the Care Staff will be responsible for the following key areas:

Roles & Responsibilities

  • Provide personal care assistance to the elders (clients) and ensure they receive the best possible care during their time in REACH Senior Care Centre.
  • Assist the elders to take part in daily activities including serving meals to them and assisting them with toileting.
  • Plan and conduct person-centered programmes to meet elderlies' cognitive, social, and physical needs
  • Maintain up-to-date documentation of clients' conditions and care treatments and provides inputs for the development and review of care plans.
  • Ensure an efficient operation of REACH Senior Care Centre, along with keeping it as clean and tidy as possible.
  • Responsible to ensure house rules are followed by clients and recommend measures to mitigate risk to the elder.

Requirements

  • Minimum Secondary School certification
  • Caring, patient, and willing in serving elderly clients
  • Prior experience with caregiving duties in Hospitals, Nursing Homes or with individual’s parents would be advantageous

Reporting to the Centre Manager of the newly opened REACH Senior Care Centre in Senja, the Therapy Assistant will be responsible for the following key areas:

Role & Responsibilities

  • Provide support to the Therapists before, during, and after therapy sessions.
  • Support related administration and operations of the Centre.
  • Assist in toileting when necessary.
  • Maintain and update client files, track client non-attendance and do follow-up calls as needed.
  • Perform administrative duties including documentation of all activities conducted.
  • Update monthly activity attendance and display weekly activity schedule.
  • Maintain cleanliness and safety of therapy areas.

Requirements

  • Diploma in Healthcare Management or any other similar discipline.
  • Certificate in Therapy Services (HMI or CSM Institutes).
  • WSQ Certification in Therapy Support.
  • Conversant in English and any 2nd language with ability to converse in local dialect would be an advantage for elderly clients.
  • Proficient in the use of Microsoft Office applications.

Reporting to the Centre Manager of newly opened REACH Senior Care Centre in Senja, the Senior Care Staff will be responsible for the following key areas:

  • Supervises the provision of care to the elders (clients) and ensures they receive the best possible care during their time in REACH Senior Care Centre.
  • Oversees and supervises the performance of tasks in care plans by care team members and provides input in developing and reviewing care plans with the social service and/or healthcare professionals.
  • The supervision includes the administration, daily operations, and maintenance of the care environment.
  • Provides advice on measures to ensure clients observe house rules as well as mitigate risk to the elders.
  • Assists the Centre Manager to ensure the Centre’s efficient operations and monitors the processes of the Centre and its facilities.
  • Is responsible to ensure dherence to relevant statutory requirements and organizational policies.

Job Requirements

  • Minimum Diploma in healthcare-related discipline
  • Minimum 5 years of relevant experience with 2 years in a supervisory/managerial role

The Rehabilitation Coach will provide mentoring, counseling, and communication to clients and their families to facilitate the positive development of the clients through the daily processes.

Community Resource, Engagement and Support Team (CREST), serves as a community outreach for people with or at risk of mental health conditions including dementia and their caregivers. CREST conducts outreach events/activities to promote and increase mental health awareness as well as targeted case finding to identify those with mental health needs.

The Programme Executive (CREST) is a support role who provides the daily administrative and operational support to the team, for the purpose of CREST service development and implementation. He/ She organizes the logistics &/or resources to ensure the smooth running of CREST services. He/ She may also be involved in coordinating outreach events and activities.

Roles & Responsibilities:

  • Outreach to community in providing administrative or logistical support to the team in running client-related support and other CREST activities 
  • Assist in coordinating and planning outreach and engagement events with other community partners and agencies.
  • Conduct screening for clients referred from other service partners and those at risk within the community with an agreed upon identification tool (AMT / EBAS / etc).
  • Provide dementia/mental health awareness and information on managing dementia, coping strategies for all clients reached out, including those identified to be at risk, and their caregivers.
  • Provide basic emotional support to all clients or caregivers of persons with dementia/metal health or at risk of dementia/mental health issues.
  • Assist Social Workers in monitoring assigned clients and to follow-up on client needs until the handover is completed.
  • Coordinate care support to client where necessary.
  • In-charge of timely data collation and quarterly report submission, as well as generate reports, in accordance to the CREST programme.
  • Store and maintain data and documents, in accordance to the CREST programme requirement, as well as the prevailing personal data protection and security guidelines.
  • Plan, develop, and conduct home-based or centre-based cognitive stimulation engagement activities for CREST client and their caregiver.
